Lane Violation

I need a question answered please. My team is getting ready to inbounds the ball. But before my player can throw it to an open team mate under our own goal, a three second lane violation is called on another player on my team. Is that a correct call? I have read the clock has to be running or a player has to be gaining an advantage before it is called? Can you give me a correct answer?

There are no 3-5 or 10 second violations until the ball is in play.
