College JV team

My son plays on a college basketball jv team the school is NCAA division 1 , if the main team is division 1 would the JV team be considered Divison 1 if they have to go by NCAA D1 regulations like their normal team ?

From what I understand, not many D1 colleges have JV teams. For those that do, they do not offer scholarships for the JV team. I do believe they have the same rules tho and some players do eventually move up to varsity.
