Foul shot - when to move

I have a question about when can players that are standing outside the three point line during a free throw move inside the three point line a) when the ball leaves the free throw shooters hands or b) when ball hits the rim?

Check your state or league rules. In most cases it's when the ball touches the rim. But check your local rules to be sure.
