What are some good drills to do while sitting on the couch and watching TV and is it okay to practice my shooting form while sitting on the couch?

That wouldn't be bad. What would b better is to stop watching TV, do your homework and then go out on the court and practice you shooting

One does NOT equate with the other.... IF you are serious about the game... turn the TV off and go practice. There is one thing you can do sitting on the floor... work on your dribbling without looking at the ball.

There is NO way of improving your shooting while watching TV... improving your shooting will come from you shooting... practicing shooting every day.
PERFECT practice makes Perfect.

If you are serious about playing... get off the couch :-)

i try to go outside, but i live in Vancouver BC where it rains a lot and and winter has started, so its going to rain even more

There are hundreds of reasons not to do it. They are all excuses. You only need one reason to find a way.

Seriously, its very simple... go find someplace that you can work out.... get a friend that always helps. You can work on your form inside... aside from that.. find a basket and go shoot.
When I coached younger kids I had several that would go outside in the winter, shovel off a driveway and practice their game.
