I have a question on the rule of double dribble. A player is dribbling the ball but loses control then picks up the ball. Can he then dribble the ball again?

No. When a player fumbles the ball after/while dribbling and then picks up the ball it ends the dribble. Per high school rule 9-5 a player cannot dribble a second time after their dribble has ended unless there is: a try for goal, a touch by an opponent, a pass or fumble which has then touched or been touched by any other player.
Note: A player can always retrieve a fumble (unintentonal loss of control) and if they have not dribbled yet may. I was told to remember it this way: Fumble-Dribble-Fumble = Legal, Dribble-Fumble-Dribble = Violation. Also know it is a judgment call by the official(s).
