I've been trying to find info on the referee rules on this but haven't had any luck. What I've noticed with youth basketball games, some of the refs will hold onto the ball for what seems like eternity after the other team has made a basket, which prevents our team from pushing the ball up before the defense gets set. Do you happen to know what the general rule is for this?

The refs are only supposed to handle the ball on a dead ball situation... after made shots the ball is live unless the other team calls a timeout.
